State residents can thank former Governor Mitt Romney, who passed legislation making health insurance mandatory five years ago. The intent was that it would keep patients out of the emergency room because of the better access they had to care. This hasn't been the case, proving once again that liberalism generates the exact opposite of its stated intent.
